If it's leaking at the Front seal, the fluid level doesn't matter. After the vehicle sets & cools, fluid in the TC/TorqueConverter drains back into the Pan and the fluid level rises higher than the normal operating level. Only option is to replace the Seal. If you're going to do it have all the External seals replaced.

700R4 is newly rebuilt by a very reputable shop, and torque converter is new. Trans is leaking fluid on the passenger side at front of pan. Fluid level is correct when engine and trans are warmed up. Leak starts when fluid drains back in the pan and comes up to the "Z" in the dipstick.
